Up-No-IKE – This occurs when one end of the VPN tunnel terminates the IPSec VPN and the remote end attempts to keep using the original SPI, this can be avoided by issuing crypto isakmp invalid-spi-recovery; Down-Negotiating – The tunnel is down but still negotiating parameters to complete the tunnel. Down – The VPN tunnel is down.
Overview. ISAKMP defines the procedures for authenticating a communicating peer, creation and management of Security Associations, key generation techniques and threat mitigation (e.g. denial of service and replay attacks). As a framework, ISAKMP typically utilizes IKE for key exchange, although other methods have been implemented such as Kerberized Internet Negotiation of Keys. Configuring IPsec and ISAKMP - Cisco IKE, also called ISAKMP, is the negotiation protocol that lets two hosts agree on how to build an IPsec security association. ISAKMP separates negotiation into two phases: Phase 1 and Phase 2. Phase 1 creates the first tunnel, which protects la ter ISAKMP negotiation messages. Phase 2 creates the tunnel that protects data. ISAKMP is part of IKE. (IKE has ISAKMP, SKEME and OAKLEY). IKE establishs the shared security policy and authenticated keys. ISAKMP is the protocol that specifies the mechanics of the key exchange. The confusion, (for me,) is that in the Cisco IOS ISAKMP/IKE are used to refer to the same thing.

Attempt VPN connection. The peer is not responding to phase 1 ISAKMP requests. This seems to suggest on a fresh installation of Windows 10 the initial VPN connection is successful. C: From same Windows 10 laptop: Disconnect WIFI Y; Connect to WIFI X. Connect to VPN endpoint. Pass user credential. Connection is successful. So the question is why.
Vulnerable ISAKMP Scanning Project. This scan is looking for devices that contain a vulnerability in their IKEv1 packet processing code that could allow an unauthenticated, remote attacker to retrieve memory contents, which could lead to the disclosure of confidential information.
